దాసు ఒక వీధి రౌడి.తన పరిధిలో సెటిల్ మెంట్స్ చేసుకుంటూ బ్రతికే అతనికి లోకల్ పొలిటీషియన్ దాదా పరిచయమవుతాడు.అతన్ని నమ్మి పనిచేస్తున్న దాసుకి ఒక విషయంలో దాదా నిజ స్వరూపం తెలుస్తుంది.దాంతో అతనికి దాసు ప్రత్యర్ధిగా మారి ఎమ్మల్యేగా నిలబడి ఓడించి దెబ్బ కొడదామనుకుంటాడు.ఏ పార్టీలోనూ టిక్కెట్టు దొరక్క సొంతంగా మహాత్మా పార్టీ పెడతాడు.అదే క్రమంలో దాసుకు కృష్ణవేణి అనే లాయర్ పరిచయమవుతుంది.ఆమె సలహాపై తను పెట్టిన పార్టీ గుర్తు గాంధీ కావటంతో ఆ సిద్దాంతాలను అమలు చేయాలనుకుంటాడు.అక్కడ నుంచి దాసు ఎలాంటి ఇబ్బందులకు గురవుతాడు ? ప్రత్యర్థులకు ఎలా బుద్ది చెప్పాడు అనేదే కథాంశం.
