ఎమ్మెల్యే గౌడ్ (ప్రదీప్ రావత్)క్రూర మృగం లాంటి వాడు...తన నియోజక వర్గంలో తాను చెప్పిందే వేదం,చేసిందే శాసనం అన్న రీతిలో ప్రవర్తిస్తుంటాడు..ఒక పాత్రికేయుడు (చంద్ర మోహన్)  తన పత్రికలో ఎమ్మెల్యే గౌడుకు  వ్యతిరేకంగా కథనం రాశాడని చంపేస్తాడు..మురారి (సాయి కిరణ్) విలేఖరి కుమారుడు తన తండ్రిని చంపినా గౌడ్ మీద ప్రతీకారం తీర్చుకోబోయి,జగపతి చేతిలో మరణిస్తాడు..జగపతి (జగపతిబాబు) ఒక అనాధ పోలీస్ ఇన్స్పెక్టర్..అంతకన్నా గౌడుకు కుడిభుజం లాంటి వాడు..లావణ్య (రక్షిత) ఒక కొత్తగా నియమించబడిన రైల్వే క్లర్క్..జగపతి లావణ్యప్రేమలో పడతాడు.కాని,లావణ్యకు  అప్పటికే వివాహం జరిగింది.,జగపతి  హత్య చేసిన మురారి ఆమె భర్త.జగపతి మీద ప్రతీకారం తీర్చుకోవడానికే వచ్చింది..అని జగపతికి ముందే తెలిసింది..జగపతి,లావణ్యను హతమారుస్తాడా,లేక ప్రేమిస్తాడా? గౌడ్ అరాచకాలను ఆపేదెవరు అన్నదానికి తదుపరి కథాంశమే సమాధానం.

Jagapathy is less of a policeman and more the henchman of a local goon. Everything changes when he meets the widow of a man he once killed. He falls in love and begins to mend his ways.
